From 28 July to 25 August 2025, the InteRussia international fellowship programme in the field of energy for specialists from Latin America and the Caribbean will take place in St. Petersburg and Moscow. It is organised by the Gorchakov Public Diplomacy Fund, St. Petersburg State University of Economics (UNECON), TV BRICS International Media Network and Rossotrudnichestvo.
Energy specialists will work on the theme “Changing Energy Landscape”. Representatives from Brazil, Chile, Colombia, Ecuador, and El Salvador will take part in the fellowship, including engineers, researchers, managers, and executives of specialised enterprises.
“TV BRICS not only promotes the BRICS united information agenda by developing relations and professional exchanges between national media, but also contributes to its formation by participating in the preparation of international projects in the humanitarian and economic spheres. That is why for several years TV BRICS has been a co-organiser and key media partner of two InteRussia fellowships: for theatre artists and energy specialists. In the BRICS+ information space, with the support of media partners, we replicate high professional achievements at the international level, which serve as a basis for state progress and influence the improvement of the quality of life of people in different countries,” said Aleksandra Burman, Director of the International Cooperation Department of TV BRICS.

During the fellowship, participants will discuss international energy security, trends in global energy markets, the Russian oil and gas sector in the international context, the strategy of low-carbon economy in Russia, and the prospects for the development of relations between Russia and Latin American countries in the energy sector. The programme also includes work with practical tasks, visits to energy infrastructure facilities, and meetings with leading experts and heads of authorities.
“Our task is not to teach, not to tell you how to do the right or wrong thing, but to introduce our colleagues to our fuel and energy complex, our approaches to energy security, resource management and climate agenda. For this purpose, we not only involve the university’s corporate partners from the energy sector, but also invite leading scientists from all over the country. An important additional result is the interregional communication and co-creation of the interns themselves, as the programme allows them to look at their region from the outside and discuss the prospects for new projects and programmes,” said Dmitry Vasilenko, Vice-Rector for International Affairs at UNECON.
The InteRussia fellowship cycle was launched in 2021 by the Gorchakov Public Diplomacy Fund. The project’s mission is to strengthen and deepen scientific, social, and cultural ties, create conditions for constructive dialogue between young specialists from Russia and foreign countries.
“The energy factor continues to play a crucial role in international relations. In today’s world, where the issues of sustainable development, climate change and transition to a green economy are coming to the fore, international cooperation in the energy sector is becoming particularly relevant. Sharing advanced technologies, joint research in the field of renewable energy sources, improving energy efficiency and ensuring the reliability of energy systems – all this requires uniting the efforts of specialists from different countries. The InteRussia fellowship programme for energy professionals, implemented by the fund since 2023, creates a unique platform for sharing knowledge, experience and innovative approaches and promotes the formation of professional networks, building trust and partnerships that are necessary to address complex global challenges in the energy sector,” said Liana Dymova Coordinator of Scientific Programmes at the Gorchakov Public Diplomacy Fund.
In 2024 InteRussia’s energy fellowship programme involved specialists from Argentina, Brazil, Chile, Costa Rica, El Salvador, and Mexico. The programme is aimed at expanding Russia’s economic and scientific and technological ties with Latin America and the Caribbean, creating conditions for developing professional dialogue in the energy sector and establishing business contacts.
The 2025 InteRussia energy fellowship is supported by the Global Energy Association, the Russian Energy Agency of the Ministry of Energy of the Russian Federation, the National Committee for Promoting Economic Cooperation with Latin America, and the Presidential Grants Fund.
