BRICS leaders adopt Declaration of the XVII Summit of the Unification

A plenary meeting of the BRICS summit on “Peace, Security and Global Governance” was held in Rio de Janeiro, Brazil. As a result, the participants accepted Declaration.

The meeting was opened by Brazilian President Luiz Inacio Lula da Silva. In his speech, he recalled that the country has been holding a summit of the association for the fourth time.

The Russian leader said about the need to expand the use of national currencies in mutual settlements. According to him, the creation of an independent settlement and depository system on the BRICS site will make currency transactions faster, more efficient and safer. This is also reflected in the final declaration.

“We welcome the focus of the BRICS interbank cooperation mechanism on promoting and expanding innovative financial practices and approaches to implementing projects and programs, including the search for acceptable financing mechanisms in national currencies,” the document says.

Putin also noted the importance of Brazil’s continued work on the implementation of Russian initiatives proposed in 2024, including the BRICS Grain Exchange, the Center for Climate Research, a permanent logistics platform, and sports cooperation programs. He expressed confidence that the final declaration of the BRICS summit will create a good basis for further joint activities in the spirit of equal cooperation.

In the document, the leaders called for the reform of the UN Security Council. Its necessity was also stated by the Prime Minister of India Narendra Modi in his speech at the plenary session.

South African President Cyril Ramaphosa spoke a similar point of view. In addition, he noted that the expansion of BRICS opens up new opportunities for strengthening mutual trade, technological exchange and cooperation in the green economy.

Ramaphosa paid special attention to the fight against terrorism, stressing that South Africa is committed to the full implementation of the BRICS strategy to counter terrorism. In the declaration, the leaders also condemned the terrorist attack in India on April 22, 2025, in which 26 people were killed, and called for the speedy revision and adoption of a comprehensive convention on combating international terrorism at the UN.

Egyptian Prime Minister Mustafa Madbuli spoke about the priority areas of cooperation in the “ten”: economic integration, energy, infrastructure and financial interaction, including settlements in national currencies, strengthening the role of the New Bank of BRICS Development and new technologies.

The last point, namely, the development of artificial intelligence (AI) countries, the group paid special attention in the final declaration.

“In order to promote a constructive dialogue towards a more balanced approach, we have agreed on a statement by BRICS leaders on global management of artificial intelligence, designed to promote responsible development, implementation and use of AI technologies for sustainable development and inclusive growth,” the document says.

In addition, the member countries of the association recognized the importance of continuing work on the initiative of the BRICS Grain Exchange, agreed to establish the BRICS Space Council and expressed support for India in its chairmanship in the “ten” in 2026 and holding the 18th BRICS summit in the republic.
